Looked at it with Tony, we think it is a monorail, you can just see steps up on the right and it is attached at the top to a rail with what looks like the returning rail in front. Maybe it was a prototype, maybe not even in this country. Have a look for monorails in the forties on google. I'll have another look tomorrow.
looks as though it was quite an innovation. Any clues as to which country it was taken in? I suppose the propeller could be just off the photo.
